Ralph Cox, Esq. is an attorney who has recently retired after spending 22 years at Excellus Health Plan, Inc. where he had been its general counsel and assistant corporate secretary.
While at Excellus, Mr. Cox created and supervised its Special Investigations Unit, and worked closely with local, state and federal investigators and prosecutors regarding health care fraud. He had been on the Executive Committee of the National Health Care Antifraud Association, and lectured frequently on health care fraud matters. He is also a member of the Association of Certified Fraud Examiners.
As General Counsel, he was actively involved in compliance, governance and board matters, and also oversaw all litigation.
Prior to coming to Excellus, Mr. Cox spent 10 years as a Special Assistant Attorney General in New York’s Medicaid Fraud Control Unit, investigating and prosecuting provider health care fraud and patient abuse in long term care facilities. Mr Cox began his legal career as an Assistant District Attorney in the Monroe County District Attorney’s office.
Mr. Cox is a graduate of Ithaca College and SUNY Buffalo Law School. He is admitted to practice in New York State, the Western District of New York (federal court) and the United States Supreme Court. He currently serves as a Community Fellow for the Center for Community Engagement at St. John Fisher College and continues to consult on nonprofit compliance, governance as well as health care fraud matters.
